On August 13th., His Majesty's Minister
again addressed a Fote to the Wai Wu Pu protesting against the
delay in issuing regulations with regard to exemption certifi-
-cates for goods carried by the Railway. In spite of the repeat:
-ed assurances by the Wai Wu Pu that these certificates would
be issued by the Customs, the Commissioner at Shanghai still
remained without authority to issue them even for foreign goods.
The delay in the issue of these regulations was due to the fact
that the Commissioner at Shanghai had been instructed to consult
with his colleagues at other ports, and the proposed rules were
only submitted to the Viceroy at Nanking and the Acting
Inspector-General of Customs on July 31st. His Majesty's
Minister pointed out that this unreasonable delay was a serious
breach of Article 14 of the Loan Agreement, and warned the
Chinese Government that His Majesty's Government would fully
support any claim arising out of this denial of a Treaty right.
In forwarding a copy of the above Note to
the Foreign Office on August 19th., His Majesty's Minister
stated that the delay in the issue of the Rules with reference
to exemption certificates had at first been attributed to
